ETSI, Wireless Innovation Forum unveil whitepaper on spectrum sharing for local private networks

ETSI and the Wireless Innovation Forum (WInnForum) have released a joint whitepaper titled “Spectrum Sharing Frameworks for Temporary, Dynamic, and Flexible Spectrum Access for Local Private Networks.”

This new collaboration analyzes spectrum-sharing use cases and frameworks, including associated evaluation elements and opportunities for regulators such as CEPT worldwide to adopt these frameworks.

Specifically, the authors look at the various use cases of audio Programme Making and Special Events (audio PMSE), wireless industrial automation, Public Protection & Disaster Relief (PPDR) and drone control and payload concerning Quality of Service (QoS).

Additionally, they introduce several spectrum-sharing frameworks based on database architectures such as Licensed Shared Access (LSA), Evolved Licensed Shared Access (eLSA), Automated Frequency Coordination (AFC) and Citizens Broadband Radio Service (CBRS).

The paper proposes that dynamic spectrum-sharing frameworks can provide solutions to the scarcity and usability of spectrum in different regions. It outlines a parameter set as guidance for the further evolution of these frameworks.

The authors have concluded that AFC and eLSA are potential candidates for a sharing framework that provides incumbent protection. At the same time, CBRS could be used as the starting point for a solution that supports inter-system coordination between secondary users. All procedures may be adjusted to make them applicable to different applications, considering QoS levels and automation requirements for private network deployment.

The next step to address the gaps outlined in the whitepaper is creating proposed changes to AFC, eLSA, and CBRS. The organizations say these changes may include adding, removing or modifying features.
